Cold air returns in trunk

Background: I am new here and could not locate a previous forum on this. I’m hoping someone can shed some light here. Im sorry if any terminology is wrong. I Bought a house in south central KY. It has two AC units and 2 central heat units. One in attic and one in basement. I have an unfinished 1800 sq feet dry basement. Heater for first floor is located in center of basement behind stairs. Supply trunks for it are in exposed basement ceiling. There are multiple cold air returns throughout the house in different rooms. There are 3 cold air returns with grates in the trunk down in the basement. There are None ran to the floor in the basement. There are NO heat vents in the basement at all. So no heat or AC gets to the basement. But I will get a musty smell through the heat vents on the first floor. I also have a dehumidifier in the basement that’s rated for a 3000 square foot space. 1: what is the purpose of those vents in the basement if there no heat supplied to the basement and it’s sucking the musty air into the living space? 2: if they serve no purpose can I/should I block them? 3: should I lower the basement cold air vents and add heat vents? If so will it help at all? If this is a repeat of another forum please direct me there. Thanks in advance.
