Pulling some combustion air from inside the bldg. with a sealed combustion system

No stupid questions... right. OK here is my stupid question.

I have a 100K BTU/hr Polaris Water Heater with a sealed combustion pulling fresh air from the outside. This heater is used to provide hot water to an infloor heating system to a 5000 sqft retail building. The room where it sits is relatively small (9x9) and gets real warm due to all the pex pipe and manifolds that terminate there. The door to the utility room has 2 inches cut from the bottom so it is not a tightly sealed room.

Can I put a tee into the outside intake 4" PVC pipe and pull some fresh air from the room in order to cool it down a bit or is this a code violation or stupid idea?
