Is it normal practice to bill more labor hours than the service actually took? Example, after waiting 4 months for the shop to finally install my warrantied coil in my air handler (yes they have had the actual coil in their possession since the first week of October) today an installer came and installed it, he was on location for 3.5 hours but the invoice that I just received is for 5 hours. I already asked about the discrepancy. I just want to be prepared for when they say something along the lines of "it took 1.5 hours at the shop to load and unload the van", if it is normal practice to bill for that? And the shop isn't more than 15 mins down the road so even travel time would be around 30mins if they are billing for that too. Is that normal?
